Competition outline

CentreStage is a two-stage competition to select the architectural team for the design of a new performing arts facility and associated open spaces on a site at the corner of William and Roe Streets in the Cultural Centre of Perth, the capital city of the State of Western Australia.

Competition Process

Registration

The first step in entering the competition is to register. Registration is free and architectural teams who have not registered by the closing date on June 30 2005 may still submit an entry to Stage 1 of the competition.

The advantage of registering is to obtain a password which will be required to log into the Q & A page to submit a question or review answers to other competitors' questions. Entrants who have not registered by June 30 will not be able to ask a question and will not have access to any of the information posted to the Q & A page.

Stage 1

In the first stage of the competition, eligible firms or teams are invited to submit a statement of qualifications and conceptual sketches illustrating an approach to the organisation and massing of the building on the site.

Detailed site information, a generalised building brief, and the submission requirements for Stage 1 of the competition will be published on this web site at the closing of Registration on July 1, 2005.  By logging into the Q & A page on the web site, registered entrants will be able to submit questions about any aspect of the published information to the competition administrator. Answers will be posted within 48 hours of receipt of each question and registered participants will be able to review all questions and answers on the Q & A page.

Stage 1 submissions will be limited to one (1) A2-size board of diagrammatic illustrations, and a brief statement of qualifications and experience, presented in a bound A4-size manual.  From these submissions, the jury will select four finalists to proceed to Stage 2.

Stage 2

Each of the four short listed teams will be invited to develop their approach into a schematic design for the building and associated open spaces.  An honorarium of $AUD 40,000 will be paid to each team, to be credited against the standard project design contract awarded to the winning team on completion of Stage 2.

Stage 1 information will be expanded with a detailed building brief and submission requirements for Stage 2, which will be published on this web site on announcement of the finalists on 23 August 2005.  As for Stage 1, a question and answer exchange will be available to all finalists.  The finalists will present their proposals to the jury in person or by video conference in November.

The winning team of Stage 2 will be invited to negotiate a contract with the State Government for the design development, construction documentation and supervision phases of the project.

Eligibility

An invitation to compete is extended to all architectural firms, corporations, joint ventures or consortia of architects licensed to practice in the State of Western Australia. Any prospective entrants who are not currently licensed to practise architecture in WA should review the licensing requirements of the Architects' Board of Western Australia, available online at www.architectsboard.org.au. Appropriate professional credentials must be established with the Architects' Board of Western Australia prior to making any submissions. The four finalists selected from the entries to Stage 1 will be required to provide evidence that they have satisfied the licensing requirements prior to proceeding to Stage 2.

Individual architects or firms outside of Western Australia are encouraged to enter the competition in collaboration with an appropriately registered local architect or firm, forming a partnership, joint venture or consortium with architects licensed to practice in the State of Western Australia. A list of all individual architects, architectural firms and corporations licensed to practise in WA is available on the Architects' Board web site at www.architectsboard.org.au.

To be selected to proceed to Stage 2 of the competition, entrants must demonstrate the capacity to successfully complete a prime consulting contract for a major capital project.
