General Requirements
The Stage 1 submission involves two parts:
- Conceptual sketch(es) of the proposed building, to be provided in digital format and hard copy according to the specifications in Section 7.2 below; and
- Six bound copies of an A4-size Statement of Qualifications organised under the headings and in the order set out in Section 7.3 below. This formal statement, which must follow the specified format, may be supplemented by two copies of an A4-size loose leaf binder or spiral bound document containing additional materials describing the entrant's qualifications and experience as set out in Section 7.4 below.
Please note that competitors are not required to identify or provide qualifications for the full project team, including engineering sub-consultants and technical specialists, at this point in the process. The purpose of the competition is to select the lead designer(s) of the project and the Statement of Qualifications should cover only those team members who will play a central role in generating the conceptual and schematic design proposals. This is not intended to discourage multi-disciplinary teams that may offer, for example, a sophisticated integration of art, architecture, landscape and engineering design. Nor is it to suggest that the basic eligibility requirement of being licensed to practice in Western Australia may be relaxed for international or interstate competitors.
Irrespective of the composition of the design team or who leads the design effort, all submissions must include the qualifications and experience of a team member licensed to practice architecture in Western Australia.
Concept Design
Graphic submission:
The preferred conceptual design submission is one A2-size panel (594mm x 420mm), in horizontal format, mounted on card or foam board of 5mm thickness. A second panel of the same dimensions may be submitted if the competitor feels it is necessary to adequately describe the conceptual approach.
The board(s) will include illustrations (diagram, plan, section, perspective sketch, etc) and notes providing the following minimum information:
- Site layout showing functional relationships to adjacent uses;
- Generalised internal organisation of building components;
- Access and circulation patterns for artists, audiences and service functions; and
- Massing and general exterior treatment of the building, indicating formal relationships to surrounding development.
The type and scale of drawings prepared to communicate this information is at the discretion of the competitor. Explanatory notes may be attached to all sketches but presentation of the concept must be primarily graphic.
Submissions must contain nothing that identifies entrant firms or individual designers on the front of the board(s). Identification is to be included on a 99mm x 210mm card (1/3 of an A4-size page), sealed in a blank DL-size (100mm x 220mm) envelope, securely attached to the back of the board(s) in the top, left-hand corner.
The identification card must contain the following information:
- Competitor's name (firm, partnership, joint venture or consortium)
- Competition Contact Person, including:
- name
- telephone and fax number
- email address
Digital copy:
A digital copy of the presentation board(s) is to be submitted on a compact disk or DVD, in .pdf, .jpg or .tif format, at a minimum full size resolution of 300 pixels per inch. Disks must be submitted in jewel cases or paper protective envelopes, with identification as described above clearly visible on the exterior of the jewel case or envelope.
This version of the Stage 1 submission may be used by the Competition Jury in a preliminary (PowerPoint) review of all submissions, or for publication purposes on completion of the competition process. The digital version, therefore, must be an identical copy of the submitted board(s). If there is any discrepancy between these two versions of an entry, the hard copy submission will take precedence and the digital version will be destroyed.
Statement of Qualifications
The Statement of Qualifications for each entry is an A4-size, bound booklet or report, of a maximum length of 15 pages. Six copies are to be provided. These statements must be formatted under the headings and in the order of sections set out below:
Title Page (1 page):
The title page must be readable when the document is closed – either visible through a clear plastic or acetate cover sheet, or printed directly on a cover of heavier stock than the internal pages. This page should be labelled "CentreStage Competition Stage 1: Statement of Qualifications, (Date)" and carry the following information:
- Competitor's name (firm, partnership, joint venture or consortium)
- Competition contact person, including
- name
- telephone and fax number
- email address
Entrant Information (2 pages maximum):
Provide the following information for the competing firm, or all members of a competing partnership, joint venture or consortium. For multiple-firm entrants, provide information for the lead architect first.
- Firm name, address, phone number, fax number and web site address
- Year established
- Is the firm licensed to practice in Western Australia? (If so, provide WA Architects Board Registration number)
- Type of organisation (sole proprietorship, partnership, corporation, etc)
- Number of professional employees, by design discipline (distinguish between registered and unregistered personnel: eg "architects" vs "architectural designers","landscape architects" vs "landscape designers" etc)
- Principal to contact regarding the competition: name, title or position, phone number and e-mail address
Design Philosophy and Approach (2 pages maximum):
The first two items required in this section offer an opportunity to clarify the intentions of the design concept presented in the graphic part of the submission specified above. The third provides the Competition Jury with an indication of how the team will work through issues likely to arise through design development of the project.
- Provide a brief description of the team's philosophy on the place of architecture in a successful performance venue
- Describe how the new facility can contribute to revitalisation of the Perth Cultural Centre and the creation of a vibrant culture and arts district
- Describe the team's approach to resolving conflicts between design aspirations and functional parameters, budget and program constraints in a facility of this scale and complexity
Project Experience (7 pages maximum):
This section is to provide evidence of the team's capacity to complete the project:
- Describe completed projects of similar scale and complexity, including:
- The name and location of the project
- Brief description of key challenges and how they were resolved
- Brief description of program to design and construct
- Initial construction budget and final construction cost
- Key personnel and their specific roles
- Client/owner reference with contact name(s) and telephone number(s)
Qualifications of Key Personnel (3 pages maximum):
Provide a brief description of the relevant experience of each of the key designers who will work on this project, including:
- Name
- Total years of experience and years with the competitor firm
- Major projects on which the person played a leading design role
- Areas of special expertise and familiarity with sustainable building practices
- Awards and design honours
Digital copy:
Although not a mandatory part of the Stage 1 submission, competitors may submit two copies of an A4-size loose leaf binder or spiral bound document presenting:
- Project descriptions, promotional literature, firm brochures, project photographs or other materials describing the entrant's qualifications and experience
- Resumés of key personnel
