Concepts and qualifications, as called for in this document, will be reviewed by the competition jury, which will select a short list of four applicants to proceed to Stage 2 of the competition.
Eligibility
An invitation to compete is extended to all architectural firms, corporations, joint ventures or consortia of architects licensed to practise in the State of Western Australia (WA). The four finalists selected from the entries to Stage 1 will be required to provide evidence that they have satisfied the licensing requirements prior to proceeding to Stage 2.
Prospective entrants who are not currently licensed to practice architecture in WA should review the licensing requirements of the Architects' Board of Western Australia, available online at www.architectsboard.org.au. Appropriate professional credentials must be established with the Architects' Board of Western Australia prior to making any submissions.
Individual architects or firms outside of Western Australia are encouraged to enter the competition in collaboration with an appropriately registered local architect or architectural firm, forming a partnership, joint venture or consortium with architects licensed to practise in the State of Western Australia. A list of all individual architects, architectural firms and corporations licensed to practise in WA is available on the Architects' Board web site at www.architectsboard.org.au.
To be selected to proceed to Stage 2 of the competition, entrants must demonstrate the capacity to successfully complete a lead consultancy contract for a major capital project. While specific experience in performing arts facilities is not a prerequisite for selection, entrants must show that they have successfully completed projects of a similar scale and complexity, and guarantee that they have the resources to complete the post-competition phases of the project within the time frame outlined in the previous section of this document.
Stage 1 Selection Criteria
Submissions in Stage 1 of the competition will be evaluated on the basis of the following criteria:
Concept (10 points each, to a total of 60 points):
- Originality and street presence
- Clarity of organisation of the building's components, demonstrating response to the building’s functionality
- Relationship to other buildings and open spaces of the Perth Cultural Centre
- Integration of heritage elements into the overall composition
- Response to urban and environmental context
- Buildability, program and budget sensitivity
Qualifications (10 points each, to a total of 40 points):
- Statement of design philosophy and approach
- Experience in projects of comparable scale and complexity
- Qualifications, relevant experience and availability of senior personnel
- Completed projects which have received awards or other forms of design recognition
